A thermal assessment is required for all new dwellings seeking development approval. The aim of a thermal assessment is to ensure new dwellings provide sufficient levels of thermal comfort for occupants in the most energy efficient manner. For simple dwellings, the thermal performance assessment may be conducted on-line using the Building Sustainability Index tool (BASIX).

For more complex or multi-dwellings, National House Energy Rating System (NatHERS) approved software is used to model the proposed dwelling and provide thermal comfort simulations and anticipated heating and cooling energy requirements.
